Must be more to this than meets the eye!

I'll wager a combination or all of insurance, HnS, noise and profit reasons.......what happened with the close public proximity S100 incident might also be a factor. I heard some chat after the S100 incident reference the crowd / traffic barriers that were involved and that a different method of demarcation would be needed.
