Ade if you go on http://www.manxgrandprix.org, on the homepage about halfway down there is a link that says: For a list of provisional entries for all classes click here.' It is below the news items but just above the advert for Road and Track. I think pretty much every rider has been included in the provisional list but some may be missing, not quite sure.
