If somebody pulls out of a race and is known to be a non starter , will they let the next rider after the non starter wait for 20 seconds or just bump him 10 seconds and carry on as normal ?

I think they have to wait the 20secs.

You stay at your original start time so if say one rider is a non starter the gap from the last starter is 20 seconds.
