I feel that winning certain races is a secondary thought on many of the capable riders minds today, It looks to me as if there is much more prestige attached to the fastest lap around the circuit, and have noticed many a top rider pull out once this record has been achieved.

Care to give us some examples? I can't think of any rider who would want to loose out on the prize money on offer for winning a TT Race if they could help it. Take Adrian Archibald this year in the Suerstock Race - he blitzed the lap record, but then ran out of fuel on the last lap. He was inconsolable on his return to the Grandstand.
