In a short answer, there can be a ratio provided for engine size and year of manufacture. This can be applied to the times or a + or - time advantage added or taken off. There are races that do this in the UK, but mostly for cars and not bikes. The handicap system has been around for years, but as you say Peter its how you prove the age of your machine.
When people say one thing and mean another its called politics, when organisers say one thing and mean another its called a mistake, when the ACU say one thing and mean another its called information.
