Is it me? why on earth can a clear statement not ever EVER be released....

"substantially unchanged" so whats the plan-what part of the regulations is going to be changed.......left wondering again.

Wouldnt it be nice to read a clear and concise statement, one without a 'similar' or a 'substantial' in it.

A 'will' or 'will not' would be most agreeable
