Then there are the red flags, virtually unheard of a few years ago.  In a lot of cases waved yellows should suffice, at least they would if the riders properly observed them.  
The "safety is paramount" comment is frequently trotted out.  If safety really was paramount then no-one would do it and no-one would watch.
