Did you ring the D.O.T up and ask? It might not have even been a D.O.T employee, as this time of the year there are many people that are involved. I think it's a bit strong to post what you have on a public forum if you didn't bother to ask.
I'm sure that if you asked the question even now, no matter who they worked for they'd be able to trace them.

OH YES, I did email the department and they are investigating.

Don't you think it's a tiny bit stupid to leave the drivers door wide open to overtaking traffic and a near blind corner coming up and at the crossroads, cars wouldn't have been able to get out the junction onto the CronkyVoddy nevermind see to get out of it!
