ROAD RACES ACT 2016

The Isle of Man Road Races Act 2016 came into force on 1st January 2017. Its main function is to remove the status of being a special constable and to provide legal powers and immunities to marshals in their own right. The Act also provides a definition of the closed road race course.

Most of the marshals’ powers remain the same as when we were classed as special constables but the main change for us is the requirement to carry photographic ID along with the traditional “Warrant”. We have sought clarification of this requirement and we have been told that the need for photographic ID is so that if a marshal is attempting to restrain or detain a member of the public and he/she may be challenged and must be able (if safe to do so) to produce photo ID. HOWEVER…Please note that we do not train marshals to restrain or detain people and we do not expect you to do so.

The carrying of photo ID is now required by law and may be fulfilled by having on your person a passport, driving licence or photo ID issued by the ACU, FIM, FIA or RAC. If you do not have any of these then arrangements must be made through the TTMA office. The TTMA are not responsible for issuing a photo ID. This is the responsibility of the Race Organiser and we expect a solution before the start of the TT.

The Act also provides marshals with the power to direct road traffic but doesn’t specify over what time window this power applies. Since marshal training does not include traffic control you should not undertake this activity while the roads are open. The only exception would be to assist a uniformed police officer in an emergency if requested.

Please note, it is NOT the responsibility of the TTMA or its appointed Chief- or Deputy Sector Marshals to check you have photographic ID with you. It is YOUR responsibility as a Marshal to advise the senior Marshal at your location if you do not have this with you.

If you do not have photographic ID YOU ARE NOT a Marshal and won’t be insured or allowed on closed roads etc.

Marshalling and the Road Races Act - What you need to do:

Everyone planning to marshal at this year’s TT and FoM will need to carry photographic ID on them during the event.

Please bring with you:

1. Your own photo identification

This must be either your passport, driving licence or photo ID issued by the ACU, FIM, FIA or RAC - to be carried at all time when marshalling

or

2. TWO* passport style & sized photo of you

To attach to your IOMTTMA-issued card at pack collection - to be worn at all time when marshalling

If you are unable to bring either of the above, facilities are being planned to provide photos at point of collection but please be aware it may take some time to complete this process, so allow good time.

One for 2017 card & one for office files/future events (write your name & warrant card number on reverse)
