The instruction is the right thing for safety, and I'm not arguing against it, but does it mean that if a major incident happens like last night where the course was re-opened in sections this can no longer happen and the roads remain fully closed until all riders have returned to the pits in course direction?

Surely there could be other contingencies for returning riders (without going in the 'wrong' direction around the course) to save them from potentially being stuck out there for 3 or 4 hours (or longer).

Did the previous regs require movements in the opposite direction to be chaperoned by travelling marshals or was it a free ride back?

I'm not 100% certain, but I'm pretty sure they did.

Any serious accident I think these days is investigated / measured etc in the same way as a open roads RTA i'm guessing for insurance, enquiry and coroner reasons, holding riders as mentioned by HH ^ is going to mean a loss of practice time / sessions. I'm all for safety etc but recently there are more reasons in place why a session is red flagged(apart from the worst outcome) but the potential amount of practice available does not seem to have moved on in a corresponding fashion. Another question that will need addressing is that if the incident is still being investigated when it gets dark which has happened how do you get bikes with no lights back safely ?

If the whole course is red and riders can only move if escorted away from the incident by a TM, I don't see a problem.

I understand that the recent incident has concentrated the C of C's mind, but holding riders up on the mountain for several hours on a wet day is surely not a good idea ? the course naturally has sections so if the travelling marshalls or police stop movement into their section after a period of time ie 30 mins, it would be safe to move the riders clockwise section by section like the travelling marshalls move now ? If there are riders trapped before the incident they would need to wait OR travel reverse direction under travelling marshalls supervision.
I don't know how the course car and rider collided but it was a freak, and I think this is a little OTT, but understand that something has to be seen to be done.
Having said that I wish Steve Mercer a swift and full recovery.
